Organization of the Territorial Health Administration Service of Saint Pierre and Miquelon
In Saint-Pierre-et-Miquelon, the powers devolved to the Regional Health Agencies are exercised by a deconcentrated government department under the authority of the Prefect: the Territorial Health Administration.
Missions
Implement and coordinate health policy at SPM in all its components, to better tailor responses to local specificities and needs. This concerns in particular:
- Prevention and promotion of health,
- Surveillance and Health Security, Environmental Health
- Organization of the offer of care (Hospital, city care, medico-social)
- installation and training of health professionals
- the rights of users of the health system
- expenditure control through the management of health insurance risk in health
The institutional organization of ATS-SPM
ATS relies on two bodies (coordination and consultation) to define and implement the policies for which it is responsible:
- For coordination , the Territorial Commission for Coordination of Public Health Policies (CTCPPS). It involves state services, local authorities and social protection organizations. Its missions appear in Articles L1441-2 and L1432-1 of the Public Health Code. It is responsible, inter alia, for "... promoting the complementarity of actions decided and financed by each of its members, (...) the modalities of their possible co-financing, (...)". It can also "decide on work to be done to contribute to the development of the territorial health project (...) . [22 members, alternates and alternates].
- For the consultation,, the territorial conference of health and autonomy (CTSA - body of consultation and expression of the health and medico-social democracy): it associates in 7 colleges, the public and private actors in charge of participate by their opinion in the definition of the health policy for the Archipelago. It is responsible, in particular, to give its opinion on the health and medico-social policy. [About thirty members, incumbents and alternates].
