Addressing is the operation enabling a plot or a dwelling to be located on the ground; concerning the City of Douala, this operation is part of the project to address and modernize the budgetary and accounting chain of the cities of Central Africa financed by the International Association of Francophone Mayors (AIMF) with the support of the European Union. It aims to strengthen the investment capacities of these towns, on the one hand, by linking addressing and listing taxable activities.
The main objectives of the project are as follows:
- Develop municipal resources in order to finance investments and strengthen the financial autonomy of the City of Douala for the benefit of poverty reduction.
- Contribute to the development of the role of local authorities in the decentralization process and to the strengthening of dialogue with the State on the one hand and civil society on the other.
- Strengthen the planning and management capacity of the territory.
These objectives have made it possible to derive several benefits, including:
- Improving citizenship: through this project, the citizen of the City of Douala comes out of anonymity. With an address, he can now be reached and vice versa. he thus leaves informal urbanity to settle permanently in civic urbanity.
- Improving taxation: addressing has made it possible to improve the performance of existing taxation by setting up a file of taxpayers.

- Support for municipal services: certain areas of municipal management are better identified, in particular the management of roads, the collection of household waste, the inventory of the municipal built heritage, and the programming of investments.
- Improving licensed services: addressing is useful for network licensees, mobile telephone operators, advertising management and the post office.
