Urban Rehabilitation and Renovation Agency (L'Agence de Réhabilitation et de Rénovation urbaine) (ARRU)
ARRU is a public industrial and commercial enterprise created by law n ° 81-69 of August 1, 1981.
It is responsible for the execution of State policy in the fields of urban rehabilitation and renovation, under the supervision of the Ministry of Equipment, on behalf of the State and public authorities, mainly the municipalities.
ARRU's intervention is carried out within a contractual framework with the local public authorities in charge of the project, who are responsible for ensuring the budget necessary to finance the projects.
ARRU is responsible for:
Identification of national needs in the field of rehabilitation and their classification according to priorities.
The proposal of programs and financing methods.
ARRU intervention can take several forms, namely:
Intervention in delegated project management: Within the framework of its intervention by delegation of project management, ARRU is responsible for all stages of project implementation: land clearance, preliminary, technical and financial studies of projects, signature of contracts, monitoring of works, payment of companies and design offices and acceptance of works.
Intervention in direct project management: Within the framework of its activity, ARRU carries out certain special projects such as property development projects, in order to improve its own resources and balance its accounts.
Intervention in shared project management: ARRU is responsible for carrying out certain projects within the framework of partnership with the municipalities, through the partial contribution of the municipality concerned to the financing of the project or the execution of certain components.See more
