WAJIBU - Institute of Public Accountability is an established institution, founded with the purpose of fostering an environment that supports and promotes public accountability in Tanzania.
WAJIBU’s founders believe that mobilizing public engagement on the issue of public accountability is key to ensuring that recent progress made in the field is consolidated and maintained. This will only be able to be achieved if the accountability agenda in the country is people-centred – owned, managed and driven by the people themselves.
This includes ensuring the National Audit Office of Tanzania (NAOT) and the other oversight institutions continue to grow in their role as reliable,respected and independent overseers the country’s accountability and good governance structures.This will also involve with the collection and use of public resources with the view of maximizing their impact into the country's development process.The other oversight institutions being refered to include The Prevention and Combating of Corruption Bureau(PCCB),Ethic Secretariet(ES),Social Security Regulatory Authority (SSRA) and other parliamentary oversight committee and Public Accounts Committee (PAC), Local Account Authority Committee (LAAC) and Budget Committee (BC).
WAJIBU is founded by the former Controller and Auditor General (CAG) of Tanzania, Mr. Ludovick Utouh and retired Managing Director of a National Oil Company - Tanzania Petroleum Development Corporation (TPDC) Mr. Yona Killagane. In his former role, Mr. Utouh built both a strong institution in the National Audit Office of Tanzania and a strong personal brand as a fearless and outspoken advocate for public accountability with strong personal integrity. Over the eight years of his expereince with TPDC Mr Killagane has been involved in various phases of oil and gas exploration and development circles within the country from the first onshore gas discovery and the biggest offshore discoveries in 2010's.
With initial support from Twaweza, WAJIBU was officially registered as a (not for profit) company limited by guarantee (Registration No.114341) on the January 13th, 2015. Twaweza has also enabled WAJIBU to carry out a range of preparatory activities that have given it a solid foundation from which to grow into a strong and respected organisation working on public accountability in Tanzania.
WAJIBU was formally launched by Minister for Finance and Planning; Hon. Dr. Philip Mpango (PhD) in 11th April, 2016 - Dar es Salaam, at the WAJIBU’s first major event – Accountability conference on oil and gas.
