After the devastating floods of 1954 and 1955, the Kruge Mission, formed under the United Nations in 1957, aims to increase the production of food by reducing the loss of the flood. According to the recommendation, the East Pakistan Water and Power Development Authority (EPWPDA) was formed in 1959 for the management and development of water resources of the region. The current Bangladesh Water Development Board (BPOWBO) started the activities of the country's water resources management to increase the production of agricultural and fishery resources by implementing the flood control, drainage and irrigation projects of EPWPDA as water wing. After independence, the Bangladesh Water Development Board (Bapaubo) is the sole autonomous body with the same mandate in the water of EPWPDA, according to the President's order No. 1972. Thus, the continuation of reform and reconstruction has been adopted to comply with the National Water Policy-1999, the BapuBo Act, 2000. Under the law, the Honorable Minister,

Improving management and sustainable development of the country's water resources. Develop sustainable development in the fields of agriculture, fisheries, forest etc. by tackling adverse effects of flood, drought, water logging, international river flow, salinity, climate change and the proper management of natural environment. By increasing the knowledge and capability of the people by ensuring financial support, social justice, gender fairness and environmental awareness, they can plan and manage water resources for their own good use through public participation.
Bapuubo's mission
Under the National Water Policy, National Water Master Plan, Participatory Water Management Guideline Line, and the BPAUBU Act, the proper management and development of water resources of the country. Through the joint management of the local organizations in medium and large (1001 ha or above) projects
(A) ensuring the participation of people of all levels, class and occupation of the society and the quality of life;
(B) establishment of good governance in project management through transparency, accountability and full implementation of law;
(C) Providing effective and efficient service for all classes and profession, especially poor people;
(D) poverty reduction;
(E) Provide food security;
(F) to maintain the balance of natural environment;
(G) Following environmentally sustainable development techniques.
OFFICE OF THE DIRECTOR GENERAL, BWDB:
- Top management of BWDB in fulfillment of the mandate set down in Bangladesh Water Development Board Act and other applicable Laws, Regulations and Policies of the Government.
- Overall charge of BWDB and all its offices for efficient functioning of the Body.
- Carrying out responsibility as the Head of BWDB and taking decisions on all essential matters related to its operation.
ADMINISTRATION WING:
- Management of matters relating to human resources recruitment, development, assignment and control for conduct of BWDB's business.
- Management of matters relating to the acquisition of movable and immovable property for conduct of BWDB's business
FINANCE WING:
- Management of all financial matters of BWDB including budgeting and disbursement of funds.
- Administration of financial rules and procedures of BWDB including maintenance of financial discipline and account and audit requirements.
PLANNING WING:
- Providing inputs and technical reviews for the preparation of National Level Perspective and the Five Year Development Plans.
- Micro planning for water resources development consistent with the National Water Policy and within context of the National Water Management Plan (NWMP).
- Hydrological studies, data collection, management and research.
- Undertaking activities for formulation and preparation of planning documentation for BWDB projects.
- Maintaining updated management information related to planning of water sector development.
- Supporting WARPO and other water sector agencies in the development of efficient water resources management and utilisation of plans and updating various Guidelines on water management.
- Design, construction and implementation of plans for new large and medium-scale water development projects.
WESTERN REGION WING:
- Zone under ADG, Western Region are (a) Northern Zone, Rangpur (b) North-Western Zone, Rajshahi (c) Southern Zone, Barisal (d) South-Western Zone, Khulna (e) Western Zone, Faridpur and (f) Chief Water Management
- Preparing and updating of inventory of completed projects containing all basic project information.
- Operation and maintenance of completed projects over 5000ha as outlined in the NWPO.
- Providing management guidelines and necessary assistance to local and community organizations and the local governments for O&M of schemes with command area below 5000 ha.
- Rehabilitation of projects under GOB funding and as directed by the Board from time to time.
- Transfer of rehabilitated/operating projects of 1000ha or below to the local governments.
- Water management activities as indicated in the NWPO.
- Cost recovery, command area development and matters related to participatory water management.
- Preventive work to forestall damage to water infrastructures due to natural disasters, damage assessment and emergency repairs following natural disasters.
EASTERN REGION WING:
- Zone under ADG, Eastern Region are (a) Central Zone, Dhaka (b) North-East Zone, Sylhet (c) Eastern Zone, Comilla (d) South-Easttern Zone, Chittagong (e) CE,O&M (f) CE,ME (g) CE, Dredger and (h) Director, Land & Revenue
- Preparing and updating of inventory of completed projects containing all basic project information.
- Operation and maintenance of completed projects over 5000ha as outlined in the NWPO.
- Providing management guidelines and necessary assistance to local and community organizations and the local governments for O&M of schemes with command area below 5000 ha.
