About
Establishment

Water Resources Development Fund (WRDF) is a semi-autonomous government institution established in January 2002, with proclamation no.268/2002, to serve as a strategic financial wing for urban water, sanitation and irrigation development projects. This will be implemented by pooling funds from different multilateral and bilateral financial sources on the basis of cost recovery principle. Thus, WRDF provides long term loans for towns’ potable water supply and sanitation enterprises as well as irrigation associations. Based on this objective WRDF provides loans for water and sanitation Projects which fulfill its lending criteria.

Mission
  • To provide long term loans for town’s water and sewerage enterprises as well as irrigation associations. by pooling money from external and local sources,
  • For the development of urban water supply and sanitation projects and irrigation based agricultural development.
  • Collecting back loan in due time in order to finance similar projects and eventually create a sustainable water revolving fund in the country.

Duties & Responsibilities
  • Facilitate conditions for mobilization of funds from different financers for loan financed projects.
  • Carrying out follow up activities for the collection of all funds committed from external development partners.
  • Providing technical support to borrowers in the preparation , revision of design, feasibility study and business plan documents.
  • Give technical advice to potential borrowers based on WRDF’s loan requirements.
  • Carry out project appraisal and based on  facilitate on lending agreements to be signed with the borrowers.
  • Ensuring that all procurements and contracts are carried out based on pre-set procedures and regulations.
  • Providing no objection to RFPs, bid documents, bid evaluation report and contract agreements of projects.
  • Check disbursement requests submitted from borrowers in compliance with the on lending agreement.
  • Carry out project monitoring and evaluation activities to ensure quality and timely accomplishment of projects.
  • Facilitate capacity building program  for borrowers in collaboration with development partners.
  • Carry out loan repayment activities.
  • Ensure that loans are collected timely and re -invested as a revolving fund.
Organizational Structure

WRDF has its own board of management which consists of members of higher officials comprised from different public bodies and assigned by the government, including the Director General of WRDF. This management board is in charge of overseeing the fund’s overall operation accountable to the Ministry of Water, Irrigation & Electricity (MOWIE).
