About

W13 is a partnership of the 14 South-West Flemish OCMWs and CAW South-West Flanders. They are a welfare association that works on the themes of poverty and care.

Mission

W13 is a partnership between 14 Public Social Welfare Centres (CPAS) and CAW South-West Flanders.

W13 implements a joint social and welfare policy for the South-West Flanders region. This way, everyone in the region has the same opportunities for a dignified and quality life, the exercise of their fundamental rights and access to welfare and care services. W13 pays special attention to the most vulnerable.

Vision

In South-West Flanders, W13 takes on the role of director within the social, welfare and care landscape. This is done with respect for the uniqueness of all players in the region.

W13 maintains the overview, looks for connection possibilities and facilitates coordination and cooperation where possible. Where there is a need for innovation, W13 acts as project coordinator and offers space for experimentation.

The partners work together within W13 to increase efficiency within their own organization(s) and the region. W13 keeps a close eye on policy developments and represents the local - in collaboration with local authorities - and supra-local interests of the partners, the welfare and care players and the residents of the region.

Values

Experimenting. They are a dynamic organization that is open to challenges. With them, get the chance to try out and discover things within assignments.

Connect. Their motto is: #collaborationworks. They are a team where everyone is there for each other. They connect where necessary (with their colleagues, partners, partners, etc.). They make sure they understand each other. They build bridges where necessary. They have an eye for inclusion and diversity.

The W13 and Konekti teams are housed in the Kortrijk Social House (Budastraat 35).

  • POVERTY. W13 actively focuses on poverty reduction in the region. They do this through, among other things, the operation of BudgetInZicht (BIZ) and the secondary education bridge figures and by developing projects around food distribution (Food Act 13). GBO and Digihulp (e-inclusion) are also among their projects around poverty reduction.
  • ENERGY. The Energy House is an initiative of the Flemish government and is managed by the Flemish Energy and Climate Agency (VEKA). In Flanders there are 18 Energy Houses, W13 is recognized as Energy House for 13 local authorities in South-West Flanders. The Energy House W13 supports the housing and energy counters of local authorities regarding questions about energy saving, renovation works and renewable energy.   • TO WORK. Work is crucial to gain access to today's society. In their region they notice that not everyone gets or can get the same access to the most suitable form of work. There are several reasons for this. The W13 Work team is committed to ensuring that everyone finds a place on the labour market. A place that is tailor-made for someone. They do this as much as possible by bringing together expertise (local authorities, social economy companies, VDAB, RESOC, etc.), pulling supra-local projects, organising learning networks, actively following up on the policy on work, etc. 
  • LIVING. For people with a low income, it is often a challenge to find a home. Access to a quality, sustainable and energy-efficient home is an even bigger challenge. This is also the case in South-West Flanders. Just think of the long waiting lists for social housing, the tightness on the rental market, etc. In recent years, W13 has proven that a strong partnership and regional solidarity in function of an accessible housing market offers tangible solutions for people in vulnerable housing situations.
  • CONCERN. In the area of ​​care, their society is facing major challenges. OCMWs play an important role in this. Within W13, they want to join forces and jointly provide an answer to these challenges. Through consultation and coordination, they want to guarantee a quality care offer for the residents regionally. Through the formation of a care chain, they want to work together with others on better prevention, early detection, diagnostics, orientation, treatment and guidance. The person who can use help and their immediate environment are central to this. To this end, they work together with healthcare providers, partners from residential and home care, welfare organisations, health insurance funds, associations of patients and/or informal carers, the non-profit sector and the private sector from the OCMWs.
