Summary

Social & Urban Development specialist who has delivered many global ‘firsts’ within Social Safeguards, Urbanism, Poverty reduction, Human Rights and Public policy. An adviser to the United Nations, World Bank, ADB, EBRD, national governments and bilateral agencies for 23 years in over 30 countries working across thematic sectors from natural resources, transportation, energy, and resilience. Social safeguards: Conversant to all international standards and ESG metrics. Staff member to EBRD. Conducted training on social safeguards across the Pacific for ADB. Contributed to safeguard policy revision on involuntary resettlement and indigenous people. Lenders advisor to ADB/IFC and a consultant to WB/ADB/IFC. Producing resettlement plans, frameworks, livelihood plans, SEPs, indigenous people’s assessments and land acquisition audits. Led social safeguard component of ADB's first socially inclusive loan in PR China. Urbanization: Produced one of the world’s first National Urban Policy for the Government of Myanmar and their Smart City Strategy for the United Nations. Managed the production of Dubai’s first national Urban Framework, for the Emirates’ Executive Council. Introduced SE Asia’s second land-sharing programme and Cambodia’s first national slum upgrading programme. Social development: ADB’s first civil society advisor for the Pacific region. Principle stakeholder engagement advisor across Asia, Pacific and Caribbean. Managed M&E poverty reduction projects on a national level for CDB; researcher for ADBs Social Protection Index and consultant for Country Poverty Assessments across the Caribbean. Established Human Rights monitoring. Resilience: mainstreaming climate change through in the Pacific by addressing resilience in Small Island Developing States, (SIDS) in Micronesia, Melanesia, Polynesia, West Indies, Eastern Caribbean. Experienced in Post Conflict and Fragile States. Published articles and lectured within Russell Group Universities.
