Aboubakiry KOULIBALY

Mr. Aboubakiry Koulibaly is an accomplished monitoring and evaluation specialist for health projects and activities in Senegal and regionally. Mr. Koulibaly has supported program planning and implementation, and M&E to improve women’s and children’s health and access to health services. Specifically, Mr. Koulibaly has served as a member of international consulting teams evaluating health programming in Mali (“Amélioration de la santé des populations, et en particulier des plus démunies et vulnérables, par le renforcement et le développement en leur faveur de leurs éléments culturels spécifiques, en encourageant pour ce faire les capacités d’inclusion des politiques publiques et en y favorisant la participation communautaire”), in Gabon (maternal, new born and child health services) for the Fondation Elisabeth Bongo, the First Lady, in Guinea evaluation of UNDP (Programme d’Appui au cycle électoral (PACE)) and in Senegal for the internal review of USAID/G2G Government to Government programming in Health sector. Mr. Koulibaly is currently a program M&E Specialist with the African Medical and Research Foundation’s (AMREF) West Africa Regional Office in Dakar, where he oversees a portfolio of health-promotion activities. Mr. Koulibaly is a certified Trainer of Trainers (TOT) in Governance, Leadership and Management for Health System Strengthening in Africa (African Center for High Studies in Management and the African Medical and Research Foundation).

Mr. Koulibaly received his Global Executive MBA in Leadership and Management from United States International University in Nairobi, Kenya, and his Diplôme d’Etudes Supérieures Spécialisées (DESS) en Assistance Humanitaire, Développement et Gestion des ONGS ( MBA in Humanitarian Assistance, Development and NGO Management) from University Paris XII, Val-De-Marne), Paris,France. He speaks fluent French and English and has around 20 years of experience in leadership, management, monitoring and evaluation for development and health programs.
