Community-focused agricultural/livestock scientist, with 30 years’ professional experience of working to expand/improve livelihoods in the agriculture, livestock and natural resources sectors in East Africa. From design/implementation of a community-based tsetse fly research and control project in Somalia (1983-1988), Dr. Harberd has been employed, by the UN (FAO, IOM, UNDP, UNHCR), the World Bank, international NGOs and the commercial sector, in institution building, agricultural extension and farmer training, agricultural research, irrigation agriculture, natural resources management, projects formulation and evaluation, emergency and development project management and coordination, post-conflict needs assessment, livelihoods for demobilized militia, the establishment and leadership of sector coordination mechanisms, and agri-business management. Dr. Harberd has also worked, together with Government, on Policy and drafting of national policy, legislation and key strategy documents.
