- Extensive more than 15 years experience in public infrastructure development projects; - Former member of the PPP Unit - Lithuania; - Knowledge of World Bank PPP best practices and tools, knowledge of EIB PPP centre best practices and tools; - Hands-on experience in negotiating and advising private companies and governments on financing, evaluating and structuring complex public-private partnership and investment transactions, with particular focus on projects in transport, justice, ports, waste and other infrastructure in CEE; - Experience in strategic and regulatory development advising on setting up and operating Special and Free Economic Zones and Industrial Parks in the emerging economies (Sierra Leone, Serbia) and CEE (Lithuania); - Participation in numerous investment climate assessment (Belarus, Ukraine, Lithuania); - Experience in private sector investment attraction regulatory framework assessment in Belarus ("PPP projects and evaluation procedures" capacity building project); - Member of the PPP legal reform working group at the Ministry of Economy of the Republic of Lithuania, preparing new legal regulations, changing old legal acts in Lithuania and adopting to international and EU standards (sectors: public procurement legal acts, construction legal acts, investment legal acts); - Participation in national Lithuanian PPP Unit work (preparation of PPP manuals, procurement guide); - Participation in the international public-private partnership (PPP) capacity building projects (TAIEX) (in Belarus, Romania, Bulgaria); - International experience: Ukraine, Belarus, Spain, Poland, Azerbaijan, Kazakhstan, Latvia, Estonia, UK, Romania, Bulgaria, Sierra Leone, Serbia, Lithuania.
