Antonio Mirasse holds a Master (MSc) degree in Environmental Sciences (Sanitary Engineering), a Master Degree in Business Administration (MBA), a BSc degree in Water Management and a College Graduate Technician in Hydraulics. Mr. Mirasse has more than 25 years' experience in water supply infrastructure's and institutional development. He is currently a consultant for the Government of Angola, in the Institutional Support for Sustainability of the Urban Water Supply and Sanitation Services Delivery Project (ISSUWSSSD), co-financed by Government of Angola (GOA) and African Development Bank (AfDB), holding the position of Senior Water Sector Institutional and Policy Reforms Advisor, with responsibilities of oversight on the recently created utilities performance and implementation of PPP pilot contracts for water and sanitation services provision. Between 2012 and 2017, Mr Mirasse worked for the Mozambique's Water Regulatory Council (CRA) as head of the Operations Department (responsible for the technical regulation vis-à-vis the inspection, technical auditing, tariff proposal analysis and recommendation to the Board, monitoring and evaluation of the performance of the water supply and sanitation services provided by private and public utilities, to 15 major cities and more than 30 small cities). Mister Mirasse worked as senior advisor and WASH Sector Leader at SNV-Netherlands Development Organization (2008-2012). Mr Mirasse worked as Provincial Director for Public Works and Housing in Zambézia Province (2005-2007); He was Head of Urban Water and Sanitation Department, at the National Directorate of Water (2003 - 2005); Mr Mirasse work experience includes senior management in the Mozambican water supply and sanitation services, in both Public and Private sector as well as Development Partners. Since 1992 he has been engaged in the design and implementation of water sector institutional reforms in Mozambique, including the 12 Provincial Towns Water and Sanitation Study in 1992-1995 with DHV consultants, as well as the establishment of the water supply delegated management framework with its relevant institutions namely the Regulatory body (CRA-lately AURA) and the Asset Holding and Investment Fund (FIPAG) in 1998. In 1995 participated in the formulation of the Mozambique's National Water Policy. Mr. Mirasse has worked in several projects financed by international as Agencies such as World Bank, African Development Bank, European Union, KfW, Dutch Government etc., therefore is familiar with their guidelines, rules and procedures. He has a record of working with development NGOs, where he held team leading positions in water supply, sanitation and hygiene provision as well as capacity building to local community organisations. Mr Mirasse has undertaken consultancy services in various areas for public and private institutions, as individual consultant and with private companies. Mr Mirasse is fluent in Portuguese and English languages, and fair speaking of Spanish and Hungarian. Having worked and held relevant positions at all government levels, from Provincial to the Ministry and Regulator, Mr Mirasse has a deep knowledge of the different branches of Government, particularly relevant technical, financial and policy issues and strategies in the entire Water, Sanitation and Hygiene Sector both for rural and urban communities. Mr Mirasse's Sector knowledge includes bilateral and multilateral programs previously implemented in the WASH sector and collaborative actions, their design, implementation and accountability mechanisms. Mr Mirasse has abilities to use Microsoft Office and project planning applications as well as e-mail tools. Mr Mirasse has abilities to independently work on a number of assignments without or with minimal supervision, dealing with all project components based on well established procedures and standards. Mr Mirasse has been assigned to represent Employer in forums with high level responsibilities within the country and abroad.
