Armen specializes in Climate and Environmental Security, DRR, Resilience, Earth Observation/RS/GIS and Space4SDGs with his greatest strength being а multidisciplinary “dot connector”. He is a PhD candidate in Climate Change and Sustainable Development Policies at the University of Lisbon (thesis - Navigating Climate Security: Cartographic analysis and visualization for resilience and adaptation narratives) and holds an MSc with distinction in Applied Geographical Information Systems (British Chevening Scholar). He also completed executive education in Innovations in governance (Harvard University), business leadership (University of Cambridge), and holds other qualifications in climate change, disaster risk reduction and environment. Armen brings in 20+ years of overall professional experience most of which gained in international technical assistance projects (EU, WB, UNDP, UNIDO, ADB, SDC, CIDA, OSCE, USAID, GIZ), private firms and NGOs in 10+ developing (Central Asia, South Caucasus) and developed countries. His experience includes project design and management, programming in the field of development assistance, feasibility studies, research, capacity building, evaluation, geographic analysis and visualization covering climate change, environment (forests, biodiversity, water, agriculture), natural & anthropogenic hazards, humanitarian assistance, public health, tourism and education. Armen has been Party Delegate to the Convention, at UNFCCC (COPs 28, 27, 26, 25) advising and providing technical expertise to the national delegation on climate security, DRR, adaptation for development, climate change science, earth observation, science diplomacy and communication. Most recently, he served as a Policy Advisor to the Climate, Environment and Resilience Programme of UNDP Armenia supporting the senior management on all aspects of the country office programme in the areas of Environmental and Climate policy, programme strategic planning, resource mobilization, identification of new programme directions. Armen is also a member of the Climate Change Working Group of Geneva-based and WMO affiliated Group on Earth Observation, which is tasked to develop and implement a GEO climate change action strategy to advance the use of EO in support of climate adaptation and mitigation.
