Summary

Dr. Sinclair is a passionate Global Education, Gender and Evaluation Consultant with 23 years experience designing, managing and evaluating education projects across the globe. She has led evaluations in Africa, Asia, Latin America and the Middle East. With proven leadership, management and technical skills, she offers evidence-based, context-relevant solutions to diverse clients, including USAID, the World Bank, UNICEF, DFID, AusAID, international NGOs, and Ministries of Education. Dr. Sinclair specializes in basic education, early grade reading, girls’ education, and youth skills development. Throughout her consulting work and doctoral research, Dr. Sinclair has designed, evaluated and extensively researched Early Grade Reading programs worldwide. Prior to consulting, she served as a Senior Education Advisor of a USAID education project in Indonesia, spent four years in Washington, DC managing USAID- and DOL-funded education programs in Latin America, and taught English for five years in the U.S. and abroad. She began her career in international development as a Peace Corps Volunteer in Eritrea, Africa. In 2015, Dr. Sinclair completed her Doctorate in Global Education and received the merit award for her dissertation on: improving early grade reading instruction in Ghana.
