Summary

Brian C. Hannon is the Chief Executive Officer of Millennium Partners Consulting (“Millennium Partners” www.millenniumpartners.org) a woman owned small business. Dr. Esther W. Hannon is the Chairman and majority owner of Millennium Partners. She has a long career as a professor of political science and in development focused on democracy and governance. Mr. Hannon also serves as Chief Executive Officer of Millennium DPI Partners (www.millenniumdpi.com) which manages a prime USAID Rule of Law Indefinite Delivery and Indefinite Quantity Contract (IDIQ). Millennium DPI is majority owned by Millennium Partners and has five rule of law task order contracts in Bosnia, Ethiopia, Kosovo, Sri Lanka and Washington totaling over $57 million. He also managed a USAID BRDG IDIQ contract under which Millennium Partners undertook over $25 million in task order contracts including Millennium Challenge Corporation (MCC) Threshold programs. Mr. Hannon has over 30 years of international experience. He has developed and managed over $350 million in fully funded USAID, MCC and other donor funded projects. He has also developed successful commercial ventures such as an Italian wine import company and a Soros Fund Management Balkan OPIC $150 investment fund. For USAID Administrator Andrew Natsios he also co-authored a chapter on economic growth in Foreign Aid and the National Interest with Dr. Hannon and Yung Whee Rhee. There he managed large USAID privatization, economic and investment programs in the former Soviet Union and Eastern Europe. Previously, Mr. Hannon served at the U.S. Chamber of Commerce where he directed the Center for International Enterprise (CIPE) program for Eastern Europe and the former Soviet Union. CIPE is funded by the National Endowment for Democracy and USAID. Earlier in his career he served in the US Government for the USAID Administrator, Alan Woods co-authoring Development and the National Interest and managing a $500 million mixed credit program with the US Eximbank to support private power and telecommunications projects. He also served as a trade policy advisor for the U.S. Department of Commerce and at the Overseas Private Investment Corporation focusing on foreign direct investment in developing countries.
