
Mr. Wilhelm has more than a decade of contract and project management experience in the field of international development in the government, and private sectors. He has nine years’ experience in the area of contracts and subcontract management of four international development organizations working in the fields of contracts management, project management, engineering, infrastructure, and governance. In addition, he has served as Chief of Party for one year managing a major USAID funded governance project in Afghanistan with a total funding of $95 million and a total of 356 employees. He has provided contracts and project management support to more than 5 international development projects for the U.S. government and in partnership with sub-national and national governments, and has experience working for the U.S. Agency for International Development (USAID), the U.S. Department of Defense and a number of foreign governments. In addition to his international development work during the past decade, Mr. Wilhelm also has an additional 24 years of contracts experience in the areas of shipbuilding, aerospace, DoD and commercial power plant design and construction projects preceding his international development work. Mr. Wilhelm has experience living and working internationally in China, Indonesia, Taiwan, India, Iraq, Saudi Arabia, Afghanistan, Pakistan, Saudi Arabia and South Africa. He has a Bachelor’s Degree from the University of Oregon in Business Administration (Transportation/Logistics). Currently, Mr. Wilhelm delivers day-to-day contract management at the senior level at IRG of the $218 million USAID Power Distribution (PDP) Project in Pakistan. As the point of interface between client, technical staff, and home office support units; Mr. Wilhelm performs a broad variety of management activities in the area of subcontract and procurement management, supervision of staff, and project implementation. In this capacity, he ensures that subcontracting and procurement activities properly meet the needs of USAID and implementation teams, and conforms to budget. Under PDP, Mr. Wilhelm has worked to foster financial sustainability for participating government-owned electric power distribution companies (DISCOs) through effective contracting to ensure performance improvement activities related to power transmission, metering and billing.
