Cephas has thirty-four (34) years post-graduation experience in the Water and Sanitation Sector, with extensive hands-on experience in areas such as Engineering Planning, Design and Construction Supervision of Water and Sanitation Systems, Contract Administration and Project Management of both local and international contracts, Procurement (Works, Goods, and Services), Operation and Maintenance of Water Utilities, Budgeting, Tariff Setting for Water Utilities, Strategic Planning/ Management, Monitoring and Evaluation, Water Services to Low-income Consumers, and Institutional Strengthening. He is currently an Advisor on the Adam Smith International Team, for the Millennium Challenge Corporation and Government of Sierra Leone (16 Million USD) Threshold Program (since May 2018). He has been the Chairman of the Working Group of Experts on Non-Revenue Water (NRW) Reduction for the Africa Water Association (AfWA) since 2014. This position has taken him on coaching assignments on the thorny subject of Water Loss Management to other regional water utilities such as those in Kenya, Nigeria, and Uganda. He is an active member of the Scientific and Technical Council of the Africa Water Association where he serves as the Project Manager of the Sanitation Committee of the Council. He has also worked as a Guest Lecturer in the College of Civil Engineering of the Kwame Nkrumah University of Science and Technology in Kumasi, Ghana, where he lectures Water and Waste Water Treatment and Performance Improvement of utilities at the Master's level. He worked for over thirty (30) years with the Ghana Water Company Ltd, rising from an Assistant Engineer to a Chief Manager. His experience covers not only the whole range of water and sanitation engineering but also human resources management, financial management, customer management, performance improvement, and utility reform. He has an extensive experience working on donor funded projects. Some of the donors include- the Department of International Development (DFID of UK), World Bank (IDA), Japan Bank for International Cooperation(JBIC), European Union, Department for Trade and Development (DFATD of Canada), Dutch Government (ORET), Austrian Government (ADC), Spanish Government, Nordic Development Fund (NDF), African Development Bank (AfDB), and the German Technical Cooperation (GIZ). He has carried out a number of local and international consultancy assignments in the Water and Sanitation Sector, in the areas of Institutional Strengthening, Non-Revenue Water, Monitoring and Evaluation of Donor Assisted Projects, Project Management Support to complex Donor-Assisted Projects, and Technical Assistance to Decentralised Agencies. He has a very deep knowledge of the Water and Sanitation sector, and is highly networked in the Africa region.
