Mr Chimwemwe Mangeni is a Governance and International Expert with more than 22 years post qualification experience in the broad fields of Democratic Governance, Rule of Law, Legal Aid, Access to Justice, Decentralisation, Human Rights, Elections, Public Sector Reform and Rural Development . He has specific experience in supporting Democratic Governance Institutions' policy, legislative and administrative reforms for more than 15 years. The Governance Institutions include Ministry of Justice, Judiciary, Parliament, Electoral Commission, Human Rights Commission, Police, Prison, Legal Aid, Directorate of Public Prosecutions, Anti-Corruption Bureau, Office of the Ombudsman, Law Commission, National Registration Bureau, Local Governments as well as various Civil Society Organizations. He has twelve years of experience in European Development Fund (EDF) Programme cycle management, Practical guide to procedures for programme estimates, and procurement procedures gained through the implementation of 9th,10th and 11th EDF funded programmes. (Preparation of Programme Estimates, ensuring that all programme activities are implemented according to the European Development Fund, participating in the development of tender dossiers, evaluation and management of works, supplies and service contracts in adherence to EDF procurement procedures, preparations and management of PEs in accordance to the PE guidelines, preparation of addenda and budget reallocations to PEs, developing of operational and administrative systems. He has vast experience in managing and coordinating large and complex Democratic Governance programmes with muttipte stakehotders and a diverse range of beneficiary institutions as well as experience in building capacity of public institutions to understand reform issues and participation in modernization assignments.
