A PhD in International Relation from Jawaharlal Nehru University, New Delhi, India I have more than 15 years of demonstrated professional experience in planning, designing and executing the Monitoring & Evaluation functions of large scale development programmes/projects. My key area of specialization includes planning, detailed design and implementing M&E framework; technical assistance to stregthen MEL capacity of organization; capacity building of M&E staff; strategy for effective utilisation of M&E data for evidence-based policy formulation; technical assistance in stregthening MIS, Results Framework, Theory of Change. I worked as a M&E specialist for Social Impact, USA in the evaluation titled “USAID Mid-Term Performance Evaluation of the Program to Strengthen Self Reliance and Resilience of Tibetan Communities in South Asia”. I am familiar with the M&E systems and processes of USAID and tracking the progress of performace indicators. I was the M&E specialist for a five-year ADB funded 0156-CAM: Second Rural Water Supply and Sanitation Project (RWSSP2) project in Cambodia and provided M&E support intermittently for five years. I was responsible to design and manage Project Performance Management System (PPMS) for Ministry of Rural Development, Cambodia to monitor the Second Rural Water Supply and Sanitation Project (RWSSP2) in six provinces of Cambodia. I designed a M&E approach and a Performance Management Framework (PMF) for Govt. of India- UN Women Program titled ‘Promoting Women’s Political Leadership and Governance in India and South Asia’ in six states of India. I was also involved to manage and supervise the periodic evaluations to feed into the evidence generation and learning component. I have worked for Millennium Challenge Corporation in which I was responsible for the data quality review of the Monitoring and Evaluation related to social and gender issues in the energy sector in Malawi. I have expertise in undertaking numerous evaluation assignments for international NGOs, UN entities (UNICEF), multilateral institutions including USAID.
