I have been a university professor and researcher as well as a participant in both the private and public sector. I enjoy working on difficult problems where the level of analytical detail required is high while at the same time, the level of political interest is intense. I believe that the best way to overcome the latter difficulty is through impeccable rigor and adherence to standards of research quality. I am probably best-known for work on telecommunications economic cost models. In this area, I have contributed to regulatory and/or private sector models in a wide variety of nations, including the United States, Portugal, Peru, Jordan, Saudi Arabia, Ecuador, Namibia, Kenya, Australia, and the Maldives, and other countries in all the populated continents. I have also contributed to the development of rural telecom policy and interconnection tariff policy in an equally wide variety of countries. My research and consulting includes, in addition to telecoms, contributions in the areas of airline regulation and airport tariffing.
