Summary

Mr. Muirhead has over 30 years experience in project and program management within an international context. He recently demobilized with NEOM in Saudi Arabia, previously leading the development team for Sindalah Island, $2 Billion Development of the new Tourist destination, 3 five-star hotels, golf course, beach club, and marine sports club, with 88 Yacht marina in the Red Sea. Previously with Modon Properties, leading the Baniyas North Development design & delivery team on the US$ 3 Billion greenfield program, on behalf of the Abu Dhabi Housing Authority (ADHA), an accelerated component of the UAE National Housing Program, with the combined scope of 3,500 Villas, infrastructure and public realm landscaping under three phases within tight delivery targets. Reporting to the Executive Director, he managed the master planning, design, management gateways, tendering, procurement support, mobilization and construction management of multiple Contractors on the site. He managed the Baniyas North program's compliance with MODON's Governance procedures, providing innovative solutions, using BIM systems for design and construction projects controls, bringing the BIM cycle from design (LOD300) thru submittals (LOD400) up to As-Builts (LOD500) including all the program partners (Master planners, Lead Design Consultant and Main Contractors). Managed the sustainability program with Estidama certifications. Previously with Majid Al Futtaim Properties, leading the Construction Site Management Team for the Tilal Al Ghaf Development, which consists of a Greenfield Residential Development, two square kilometer site in Dubai. The Tilal Al Ghaf Development is centered with a Crystal Lagoon with beaches, corniche with Health Club and Park, all infrastructure with utilities, roads and public realm with innovative designed Sales Pavilion and Show Village (5 villas), all meeting high sustainability goals of BREEAM and WELL certification. He led the MAF Project Management Team for the Design, Contractor procurement and award process, and subsequent Mobilization and Construction management oversight for 14 Contractors and 5 Consultants on site. He coordinated carefully with MAF's Commercial and Development team, to meet the Program Targets and Budget goals, while prioritizing Safety and Quality Control during the construction process. TAG is launching Phase B, with infrastructure for 450 townhomes & villas. Mr. Muirhead led the KEO Supervision and Technical Advisory team (40 staff) on the Al Bayt Stadium Project, a $1 Billion Design/Build 65,000 seat stadium in preparation for the 2022 FIFA World Cup in Doha, Qatar. Previously based with Parsons MENA in Abu Dhabi, United Arab Emirates (UAE), as a Project Director providing operations support and business development efforts with a focus on Defense, Water & Environment, Oil & Gas, Education and Critical Infrastructure markets. Clients for Parsons building and land development projects included Mubadala, EMAAR, ALDAR, Tawasan, Qatar Foundation, and Emirates Investment Authority (EIA), leading projects teams as the PMC, Construction Supervision and Design Management. Mr. Muirhead spent 20 years with Consolidated Contractors Company (CCC) and their US subsidiary, Morganti Group, with assignments managing projects throughout the Middle East. Mr. Muirhead was in Basra, Iraq for a year to lead the mobilization of a new CCC Area Office, 2000 Man-camp and Fabrication Shops & Construction Support Complex, with a local Iraqi team of 50 engineers over 500 skilled and labor workers located in the center of the Rumaila Oil Fields. As a Project Director for Morganti, Mr. Muirhead led the Operations support and Business Development activities in Abu Dhabi for the Project Management (PM) Division and provided mobilization support for newly awarded projects throughout the Middle East, setting up the project control systems, scheduling, quality control, logistics and management support of the Project Management Division. He has developed and maintained the PM procedures for ISO 9001, 14001 & OHSAS 18001 Certification and was the management representative for all external auditing of the division's management systems. He served as the Program Director for the Development of Khalifa City in Cairo, Egypt, a 15,000 units of low income housing, with all infrastructure, public support buildings, schools and commercial areas. Previously, he led the Morganti Project Management team on site, as Project Director for the $600 million UAE University PPP in Al Ain, UAE, managing the main building contractor in the construction of 35 academic and dorm buildings and coordination with infrastructure contractors. He also led the Morganti Design/Build team as Project Manager on site for the $50 million Relocatable Buildings (fast-track of expansion of five US military bases in Kuwait) for the US Army Corps of Engineers Middle East Division. For over fours years, he served as the Construction Executive for Morganti's IDIQ and military programs, which included the $90 million design-build Millennium Village at Al Udeid Airbase, Qatar, designed to USAF standards. He also served three years with the US Agency for International Development as a Project Officer for the construction and capacity building efforts of the Water Resources Program (Phase III) under the USAID Mission in the West Bank and Gaza. He managed USAID's contribution to the multi-sector damage reports issued by the World Bank. This multi-year program in water resources compliments the strong U.S. diplomatic efforts in the Middle East Peace process. Following the Desert Storm in 1991, Mr. Muirhead was US based Project Manager for the US Army Corps of Engineers projects in Ali Al Salem Airbase and Ali Al Salem Airbase reconstruction in Kuwait and the Peace Vector IV Airbase in Egypt. During the late 1980s, he was with Department of State's Embassy Task Group management of the new U.S. Embassy in Amman, Jordan. Mr. Muirhead began his career as a Scheduling Engineer in Saudi Arabia with Consolidated Contractors Company (CCC), the large international petrochemical and industrial contractor.
