GENERAL INTRODUCTION

1. I am a retired Brigadier General with 32 years of service in the Nepalese Army including my employment in four UN Peacekeeping missions. My last assignment (till 03 Dec 2015) was the Assistant Coordinator in National Security Council Secretariat.

QUALIFICATIONS

2. I hold Master’s Degree in Public Administration from Nepal, Bachelor of Technology from Jawaharlal Nehru University, India and Diploma in International Human Rights Law from the University of Nottingham, UK. My senior military professional qualifications include Graduation from the Nepalese Army Command and Staff Course (secured FIRST position), US Army Command and General Officers Staff Course (OUTSTANDING), War Course NDC Pakistan (secured FIRST position among allied officers), Asia Pacific Security Symposium NDU China and Pacific Armies Management Seminar US Army Pacific.

EMPLOYMENT RECORD

3. I commanded an Independent Company, Battalion and Brigade in insurgents affected regions, where I was responsible for administration and logistics, emergency and disaster management, HRM, welfare and morale, intelligence, operations, safety and security operations in respective commands. My senior Staff appointments include Chief Coordinator of Multinational Military Coordination Centre (MNMCC), Deputy Human Rights Director, Chief Plans and Policy officer and COE Officer in Army HQ and Administrative Registrar in Army Hospital. I served twice as the Senior Instructor of the Nepalese Army’s highest course i.e. Higher Command and Management Course. I was the Personnel Security Officer (PSO) to the Prime Minister of Nepal during his state visit in India.

WHY I ADMIRE FOR THIS JOB

4. Immediately after the Nepal’s earthquakes on 25 Apr 2015, I served as the CHIEF Coordinator of MNMCC in the Nepalese Army. In close coordination with National Emergency Operations Center, On Site Operations Coordination Center (OSOCC), INSARAG, OCHA and other UN Clusters organizations, I was responsible to identify, decide and deploy multinational military assets from 18 friendly countries (4316 uniformed personnel) to fit into the overall national response framework.

5. As the Brigade Commander in Mechi zone Nepal, I was actively involved in the voluntary repatriation of Bhutanese refugees to Bhutan and other nine western countries. I also conducted DDR operqation of Nepalese Maoist combatants in Jhapa (Chulachuli Cantonment).

6. As the CMPAO of 15000 UNMIL Forces, I coordinated UNMIL Force's personnel, administration and logistics to include movement (MOPs), finance, rotation/repatriation, deployments, induction training, ceremonial functions, medical support / NOTICAS, protocols, Human Rights, CDU, security and Force Protection issues with UNMIL HQ. I was the focal point to plan and execute UNMIL Stage – II Draw Down process.

7. As the MONUC Contingent Commander (FIRST Battalion from Nepal), I deployed 1050 men mechanized Contingent with sound Reception, Staging, Onward movement and Integration (RSOI) operations by sea, air, ground from Nepal to MONUC in less than TWO months’ time frame. I have great experiences on UN Field MISSION START-UP, MANDATE IMPLEMENTATION and TRANSITION operations.

8. As the Military Observer Team leader in northern Liberia in UNOMIL, I was responsible to coordinate UNOMIL's Political Affairs, Human Rights, Logistics, Electoral process and Security operations in close liaison with ECOWAS Monitoring Group (ECOMOG).

9. As the Battalion Logistics Officer in UNIFIL, I have great experiences on Administration and Logistics operations in multi-national environment.

SUMMARY

10. Advocacy, capacity building, community supports, conflict and peace building, DRR and HA / post-disaster management, Gender and human Rights, HRM, inter-agency coordination, IT, monitoring and evaluation, project management, protection, refugees handling, strategic logistics, security and safety operations are my areas of expertise. At several occasions, I worked under extreme pressure under stressful security environment from leadership positions.
