Donal Cotter

Donal Cotter is a seasoned Chief of Party experienced in delivering technical, budgetary, and operational success on global development projects. He is experienced in building local knowledge, skills, and processes for market-driven, sustainable economic growth. Most of his career has been in conflict zones or countries in transition, most notably Afghanistan but also Iraq, Kosovo, Libya, Nepal, Pakistan and Somalia. His leadership skills are as strong as his technical accomplishments, making him one of the rare Chiefs of Party who can effectively manage large programs and undertake necessary, sometimes significant, adjustments without losing momentum or stakeholders’ confidence. Mr. Cotter is an expert in economic growth programming and market systems and has held senior management positions in several large-scale economic growth and financial inclusion focused projects in conflict affected and fragile states. He has served as a USAID COP on six such projects.
