Summary

Shuster has over 25 years of experience in over 60 emerging market countries working in infrastructure planning and development, including energy, water, wastewater, transportation and ICT. He previously held positions within three regions (South Asia, Middle East and North Africa, and Sub-Saharan Africa) and with the Office of the Economist at the U.S. Trade and Development Agency and ran USTDA's Sub-Saharan Africa Regional Office in Johannesburg from 2005-2008. He served as Senior Trade and Investment advisor for the U.S.-Asia Environmental Partnership, a USAID led program in partnership with USEPA and Department of Commerce, where he oversaw environmental and clean energy technology programs in 15 Asian countries. Since 2009, he has served as President of Emerging Markets Infrastructure and since 2015 as Principal with Tuatara Group, both of which are consulting and advisory firms focussed on advancing priority infrastructure projects in emerging markets, including energy, water/wastewater, ICT, transportation and smart cities. He has extensive monitoring and evaluation experience with USTDA's evaluation office and on USAID mid and post project evaluation missions.
