Summary

I have 18 years of international development experience working to strengthen capacity of formal and informal justice institutions, access to justice, advance human rights, and empower women and girls around the world. My experience includes serving in roles as a program manager/deputy chief of party, criminal justice advisor, legal and judicial education advisor, legislative drafting advisor, election advisor, human rights expert, capacity development expert, trainer and educator in Africa, the Middle East, the Balkans and Asia (Afghanistan, Iraq, Somalia, Liberia, Zambia, Kosovo, Armenia and The Gambia). I have managed diverse, multidisciplinary teams and collaborated directly with universities, Traditional Dispute Resolution actors, legal aid providers, civil society organizations, judicial institutions, executive branch of government institutions, and legislative bodies. I have served successfully on numerous assignments for UNDP, USAID, INL, and EU implementing partners, and have worked as both a technical expert and as a manager of international and local staff, consultants, and volunteers. I am a U.S. citizen and began my professional career in Albania. Prior to working in international development, I served as a Law Professor and Attorney at Law specializing in civil law, family law and human rights. During the post-dictatorship transition, I served as Dean of the Law Faculty and was a founding member of the High Judicial Council and helped create the Magistrate School. I hold a post-graduate law degree (LLM) from France and a Doctor of Law degree from Albania. I am fluent in English, French, and Albanian (native) and proficient in Italian and Spanish.
