Efrain Perez Escobar

Expert on Human Rights and International Humanitarian Law, with a solid background in Political Science, Public Administration and Philosophy. Throughout more than 20 years of professional experience in Human Rights I have developed both field work at the national and international level, and academic activities. I have also worked in governance and democracy issues, elections, international justice, peace and national reconciliation processes and post-conflict institutional rehabilitation. I am experienced in designing, implementing and monitoring development projects related to Human Rights, good governance and education. I have a good knowledge of the UN System as well as other international organizations from my experience as International Adviser on Human Rights to the RC and UN Country Team in Honduras (my last position) and in international missions in conflict and post-conflict areas such as Kosovo and Timor Leste. Born in Colombia where I started my professional career, I am a Spanish national, having worked in Spain both in the academic field and with NGOs. Moreover, I have taken part in electoral observation processes in Colombia, Timor Leste and the Dominican Republic.
