Elina is a development practitioner working at the intersection of public and private sectors. She has spent the last 5 years advising social sector organisations, including donors, nonprofits, think tanks and social enterprises, on moving beyond "traditional grants" to alternative financing mechanisms that leverage private capital and focus on results. Prior to becoming an independent consultant, Elina oversaw refugee resettlement operations in the Middle East, Europe and Central Asia for the U.S. Department of State.
