
I have over 28 years of experience leading governance and economic reform projects in complex, post-conflict, and politically sensitive environments. I have directed seven U.S. government-funded initiatives, managing teams of 100+ and budgets up to $150 million, across more than 20 countries including Ukraine, Afghanistan, Bosnia, Jordan, and South Sudan. My work focuses on governance, fiscal decentralization, and legislative reform, from drafting foundational laws and fiscal policies to modernizing public services and guiding local development strategies. Most recently, I led HOVERLA, the world’s largest U.S. decentralization project. With advanced degrees from Columbia University and a Harvard Loeb Fellowship, I combine deep technical expertise with strategic leadership to drive sustainable institutional and economic reforms.
