Helen Dean is an experienced public sector financial management consultant and programme/project manager with extensive experience of work in developing and transitional countries. She is a Chartered Public Finance Accountant, and gained her CIPFA qualification with the UK National Audit Office. Helen gained her initial experience in central government in the UK, where she undertook risk reviews, value for money audits and performance improvement initiatives. She worked subsequently in local government focusing on devolution of financial management responsibilities and on strengthening financial management systems and personnel.
Helen has more than 25 years' international financial management experience in public and private sector organisations, non-governmental organisations and international organisations, such as the World Bank, the United Nations, USAID, the Red Cross Movement and several bilateral/multilateral organisations such as the UK Government (Department for International Development (DFID) and the European Union. She has extensive experience in the development of new financial management systems, working to improve the performance of financial management systems including budgeting and planning, and developing budget analysis systems. She also has experience in strategic planning, and linking strategic planning to resource allocation. She has extensive knowledge of international donor financial systems and procedures, international best practice in public financial management systems and the design and management of fund/grant management systems such as Global Fund mechanisms and World Bank Trust Funds. She is particularly familiar with working in difficult, post-conflict environments and is currently working as an independent advisor on a range of public financial management and diverse sectoral projects worldwide for various donors, such as on Climate Change projects and Social Protection programmes. Her knowledge of donor/grant financing mechanisms is exceptionally well developed.
Helen has many years' experience of formal training and capacity building; organisational review, performance management and policy development, including developing and running training courses in budgeting, planning, management and policy development at all levels of government. She is also experienced in the assessment of central, state and local government public financial management systems and health systems, having carried out a large number of fiduciary risk analyses (FRA) and assessed anti-corruption initiatives worldwide. Helen has used PEFA and FRA methodologies since their early inception. She has been involved for many years in initiatives to assess policy based budgeting and budget execution systems worldwide.
