Deputy Chief of Party, Grants Director, and Public Finance Management (PFM) Expert. Henry is a Deputy Chief of Party/Grants Director with over 20 years’ international experience. He has specialized in National and Sub National Government led, USAID funded Community Development, Education and Health Systems Strengthening programs implemented in partnership with the Private Sector, Faith Based Organizations (FBOs) and Civil Society Organizations (CSOs) in complex multi-actor stakeholder environment, and multiple field office structures. More recently, Henry was the Grants and Partnership Manager for the USD 78 million, Kenya Primary Literacy Program in Kenya and Deputy Chief of Party (DCOP) Programs and Contracts for the USD 70 million, DANIDA/USAID funded Strengthening Decentralization for Sustainability (SDS) program in Uganda whose goal was to strengthen the coordination of all the donor funded social development activities (Education, Health, and Community Development) in 50 Sub National Governments in 4 regions of Republic of Uganda. As the DCOP, Henry effectively fostered the collaboration and coordination between the staff (M&E, Program Coordination, Finance, Operations and Grant teams) and 18 key external stakeholders including the line Ministries of Finance, Local Government, Education, Health, and Community Development, and nurtured a culture of learning which perpetually improved program performance and impact and ensured timely release of subsequent disbursements based on previous validated results. His previous DCOP experience was in Tanzania where he managed the USD 25 million, USAID funded CSO partnership with 30 Sub National Governments in 5 regions in Tanzania Mainland as the Deputy Chief of Party Finance, Grants and Operations. In this role he effectively coordinated the treasury, procurement, human resource management, budgeting, financial management/reporting and compliance issues between USAID Tanzania, CARE USA Tanzania field office in Dar es Salaam as well as the CARE USA Home Office in Atlanta, Georgia. He has also previously provided capacity strengthening of National, Sub National governments, CSOs and Youth/Women led Organizations in Kenya including the recent role as Public Finance Management (PFM) Expert for the EU funded Euro 28.6 million Instruments for Devolution Advice and Support (IDEAS) as well as Funds Manager for the USD 62 million Tusome (Let us Read) programs. A former Finance Training Consultant with the Association of Chartered Certified Accountants (ACCA) Henry trained as an Auditor with the firm Ernst & Young Certified Public Accountants, Nairobi, Kenya and holds a Master of Arts degree in Development Administration and Management which included units in Local Government and Decentralization, Gender and Development, as well as NGO Management and Administration.
