Summary

Igor is a results-driven Monitoring, Evaluation, Accountability, and Learning (MEAL) specialist with extensive experience designing and implementing robust MEAL systems in crisis and recovery settings. He has supported multi-sectoral programs across health, nutrition, protection (GBV and child protection), food security and livelihoods (FSL), and emergency response. He brings strong leadership in evidence-based decision-making, performance monitoring, and learning frameworks, with advanced skills in data analytics, systems strengthening, and program quality assurance. In addition to providing technical leadership, capacity building, and strategic MEL planning, Igor has collaborated with a wide range of stakeholders, including government institutions, NGOs, and UN agencies. Bilingual (French/English), he is well-versed in both field-based and remote coordination and is committed to quality assurance, accountability to affected populations, and the strategic use of evidence to enhance impact. He is familiar with donor compliance and MEL frameworks from USAID/BHA, PRM, ECHO, UN agencies, CDC, BMGF, VillageReach, and others.
