Biosketch. Jacques ISSOULIÉ. General advisor or resident advisor (coordination and supervision) of international technical assistance and cooperation projects I am a senior consultant in microfinance and inclusion policies after a career path as a senior executive in the French central bank (Banque de France). I have a background in economics (PhD from Paris 1 Panthéon Sorbonne University), political sciences (Graduate of the Institut d’Etudes Politiques de Paris) and in English (Master in English, Paris 3 Sorbonne Nouvelle University). I was, at first, a professional economist during 6 years at the Banque de France and the Ministry of Finance with a specific interest in macroeconomics, monetary, banking and finance economics. In parallel, I taught those disciplines as well as European economics and economic policies during about 30 years in several establishments of Higher Education. On the other hand, I taught organization theory (as applied to companies, associations and NGOs) and business economics at Paris 1 and completed this theoretical background by several years of practical work experience in the Banque de France’s branches in the field of companies financial rating on the one hand and of companies strategic analysis, on the other hand. I have a practical and recognized experience of management validated by 3 positions as director or deputy director in Banque de France’s branches and 2 positions as head of departments in the Banque’s headquarters. I have improved this experience thanks to my assignment as an auditor which implied the upgrading of the organization and management of the audited departments and to my assignment as an operational risk-manager as such member of the monitoring committee and of the steering committee of IT applications developments. At last, I took part in the restructuring of a branch and of a general directorate. All in all, I master classical hierarchical (vertical) management, horizontal or cross- management, IT project management, transition or change management and international cooperation project management. I am bilingual French/English and exhibit a special interest in pedagogy which makes my capacity building actions very efficient in various fields of economics and organization and management. As a sponsor of the Companies Directorate’s communities of practice I learnt how to use and implement knowledge-management tools to enhance the efficiency of my training and capacity building actions. I managed several important international technical assistance projects, notably with the Central Bank of Tunisia (implementation of a new monetary policy framework), the State Bank of Vietnam (developing a specific companies financial rating system) and the International Banking and Finance Institute of the Banque de France which forms trainees from emerging countries central banks to the main missions of central banks.
