James is a Public Policy specialist and Water/Sanitation engineer with 10 years of experience in international development practice in East and West Africa with local, international NGOs such as Oxfam, the United Nations and the World Bank Group. My professional experience includes managing complex, multi-sectoral humanitarian assistance and development projects; leading analytical and advisory work, managing Multistakeholder platforms; and facilitating policy dialogue, governance and institutional reforms. I have significant experience in water supply and sanitation (WSS) services in urban and rural settings including water sector Policy analysis and Strategic planning, rural water development, water utility reforms and water governance, hydraulic infrastructure design and construction, wastewater/sanitation systems management. My long-term career and research interests are in, (1) Management, Governance and Financing of public water utilities and (2) Effective public sector management including design of public policy implementation regimes & citizen engagement in public services delivery
