Mr. Jose Palacios is a senior level management consulting professional with over ten years of experience in international development, with experience in business & proposal development, salary negotiation, contract management, marketing, training/mentoring, and cost & pricing. Mr. Palacios has developed over $500M in cost proposals to various USG & non-USG donors, including the United States Agency for International Development (USAID), the Centers for Disease Control (CDC), the Department of Justice (DOJ), Department of Education (DOE) and the Department of State (DOS). Additionally, Mr. Palacios has worked with the World Bank, the UK’s Department for International Development (DFID), Australian Department of Foreign Affairs & Trade (DFAT), and the United Nations Educational, Scientific and Cultural Organization (UNESCO), among others. Mr. Palacios’ has in-depth, institutional knowledge on the US federal procurement process, sitting at the helm of various cost and technical proposal teams throughout his career. His contract management & proposal development experience spans across global health, international education, global finance, economic development and international law for several prominent management consulting firms. He possesses expert knowledge & understanding of USG Assistance and Acquisition Regulations & Frameworks (e.g., FAR, AIDARs, ADS, CFR, DSSR), Salary Negotiation; Certs. & Reps., Local Compensation Plans, FSN Schedules, and has hands-on practice on prime and subcontract negotiations at the pre-award stage, award negotiation, and implementation. He has an LL.M degree with concentration on Int’l. Finance & Investment Projects (Georgetown University), and has recently completed Masters Certificates in Strategic Organizational Leadership (Michigan State University) and Government Contracting (Villanova University).
