Summary

Dr. Joseph Lubega, a Ugandan national, has over 16 years of experience with supply chain management, health commodity and essential medicines logistics, logistics management information systems, and system design. This experience includes long-term experience in Nigeria as well as health supply chain consulting assignments for programs in Ethiopia, Rwanda, Sudan, Somalia, Sierra Leone and Tanzania. From 2008-2012, he was based full time in Abuja, Nigeria, as a Technical Director for the Axios Foundation, overseeing supply chain management and other related projects for a PEPFAR-funded project. Highlights of his accomplishments include leading work plan development, forecasting and quantification of HIV/AIDS commodities using Quantimed, supervising the M&E unit, technical support to warehousing & distribution with the introduction of M-Supply inventory control, developing training materials, and conducting training for health facility personnel in health commodities logistics management and supply chains in the states supported by the project. He also served as a Technical Logistics Advisor for John Snow, Inc. in Kampala for two years, providing forecasting and quantification of commodity needs for ARVs, OIs, and laboratory commodities for the national programs; and implementing capacity building strategies at the National Medical Stores in good storage, inventory, and distribution practices as well as coordination of facility-based supportive supervision. He developed supply chain SOPs and conducted warehouse assessments at the National level. As a Project Coordinator for Axios International, also in Kampala, he managed ART procurement, storage, and distribution to all Axios-supported donation program sites. He has carried out numerous consulting assignments for global clients, ranging from the Global Fund, USAID, DFID, CDC, DFID, and international organizations. Joseph has provided consulting supply chain services in, forecasting, and quantification for MSH’s SURE program in Uganda that included the setting up of the quantification and procurement planning unit (QPPU) in Uganda with the introduction of Quantimed and PIPELINE software’s; served as a Procurement and Supply Management expert on behalf of Price-Waterhouse-Coopers in Uganda for a Global Fund review panel; Joseph undertook a forecasting and quantification review of Global Fund commodities for UNDP in Sudan that included trainings in use of Quantimed and Pipeline software’s; this also included support to warehouse infrastructural improvements and distribution network optimization. Similar works were undertaken in Somalia’s 3 geopolitical regions for quantification using Quantimed and Supply plan development by use of PIPELINE software’s, together with a systems improvement in warehousing and distribution optimization, and the integration of multiple supply chains affecting the war-tone country under UNICEF with support from the global fund. In 2016 -2017 as a senior supply chain consultant to the Nigeria Supply Chain Integration Project (NSCIP)- Capacity Building Services CBS. Joseph Provided technical support in the development of the National Pharmaceuticals & other Healthcare Products Procurement & Supply Chain Policy for Nigeria. In addition, developed materials and conducted training’s in forecasting and quantification of for NSCIP Staff using Quantimed, Quan-TB, and PIPELINE software. Supported the development of the standard operating procedures for warehousing and inventory management and the development of a training curriculum and materials for capacity building under the NSCIP project, with the introduction of the bi-monthly stock status tracker. Joseph in 2016 as a lead Supply Chain Consultant to the TGF Country Team in Nigeria played a critical role as the focal in country lead person in the management of the critical SC transition process of supply chain activities to a new SCM service provider (CHEMONICS. Inc) from the current arrangements under the two PRs (NACA and NMEP) that ensured Continuity of Services and avoided any treatment disruption in Nigeria under the two grants respectively after the Grant suspension.
