Several years’ senior international experience working in customs administrations on reform and modernisation projects including policy and strategy, trade facilitation, border management, risk management, post clearance audit, policy development, governance, and legislation review. Providing advice and briefings at Director General, Permanent Secretary, Ministerial and Cabinet level on all aspects of customs administration business. Extensive mentoring and coaching experience of heads of customs administrations and senior staff. Knowledge and understanding of all operational areas including customs processing systems e.g. ASYCUDA, TIMS, TRIPS, CMS, and CASE. 30 years senior management and operational experience in the HM Customs and Excise (now HMRC) covering VAT (including Policy, Large Trader Control, Auditing and Debt Management), Customs, Excise, Investigation, Intelligence and Training functions. 4 Years deployed as the UK Customs Attaché (Fiscal Liaison Officer) representing Her Majesty’s Government in the Netherlands based at the British Embassy in The Hague. I am highly practiced in successful large-scale program management and large budget projects. This is evidenced through my years in Angola and managing technical assistance programs for the IMF in the Caribbean and Sub-Sahara Africa.
