Her primary responsibilities were to co-lead the Food Security and Third-Party Monitoring (FSTPM) project. She provided technical and analytical assistance to the Chief of Party (COP) and field monitors in East Africa, to support them while carrying out their in-country activities. Ms. Brown was the project’s Deputy Chief of Party (DCOP) and liaison between the project and USAID Washington D.C.’s Contracting Officer Representative (COR), with a supportive role in the development and compliance of all deliverables. She has more than 32 years of combined domestic and international program, fiscal, and business management experience, with leadership skills in both private and public sectors. Ms. Brown specializes in government program and operations planning, in addition to contracts, grants & agreements compliance & business finance. She enjoys her ability to liaise with USAID Washington DC humanitarian assistance counterparts. With strong U.S. Agency for International Development (USAID) global management expertise and competence, + 13 years leading a Chief of Party (COP) assignment for a prior USAID Office of Acquisition Assistance (OAA) effort--, the Institutional Support Services Project (ISSP), headed by Ms. Brown, consisted of a supervised management and administrative team of four key divisions (30+ staff and personnel): 1) Policy and Technical Division (PTD), 2) Program Operations Division (POD), 3) Geographic Division (GEO), and 4) Training and Administrative Support. During this period, she implemented successful technical support through management and use of a food aid commodities database and information system which tracked USAID Title II emergency and development programs that monitored and reported regional commodities activities for the Americas, Asia Near East, Europe and Eurasia, Middle East regions, West Africa/Sahel, Latin America/Caribbean, Central Africa, and the Horn of East Africa at $1.4 billion annually. Ms. Brown holds a Master of Business Administration (M.B.A.) degree in International Business Management from Averett University and a Bachelor of Business Administration (B.B.A.) from the Wharton School of Business, University of Pennsylvania.
