Leo Vasquez is an experienced, hands-on executive providing management, strategy, finance and sustainable development leadership for his organizations. He previously served as the Director of Strategic Public Affairs for the ECOM Agroindustrial Group, a top global commodity trading, processing and manufacturing company specializing in coffee, cotton and cocoa in major producing and consuming countries, with ancillary agricultural operations throughout its supply chain. ECOM is also a leader in bringing sustainable practices to farmers worldwide. Vasquez has spent 30+ years leading organizations in the areas of corporate finance, M&A, strategic planning, analysis and management of business operations nationwide. He began his professional career in the financial markets of Wall St. and later served as president of a civil construction company, COO of a defense electronics manufacturing firm, worked as a corporate finance consultant and served as CFO/EVP of a global-scale manufacturing organization operating in the coffee industry where he had direct responsibility over all corporate administrative and finance functions Vasquez's commitment to public service has been exemplified in many roles. He served two years as the Tax Assessor-Collector & Voter Registrar of Harris County, Texas, where he managed a staff of 500 employees collecting over $5 billion annually. Leo was appointed in 1999 by then-Texas Gov. George W. Bush as a Commissioner of the Texas Department of Licensing and Regulation (TDLR), ultimately serving as the Commission Chairman. In 2005, Gov. Rick Perry appointed Leo to the Board of Directors of the Texas Department of Criminal Justice (TDCJ) and reappointed him in 2011. In 2017, Gov. Greg Abbott appointed Vasquez to the Board of Directors of the Texas Department of Housing & Community Affairs (TDHCA). Vasquez has maintained an active leadership role in the community and political arena. He is a member of the Texas Advisory Board of the U.S. Global Leadership Coalition (USGLC), is a graduate of Leadership Houston, the Center for Houston’s Future, and was a delegate of the American Council of Young Political Leaders. Vasquez is an NACD Governance Fellow and has served on several professional, cultural, political and business organizations and boards. He is a graduate of Yale University and earned his MBA from Columbia University.
