Summary

Dr. Lorna Tumwebaze is currently working in Global Policy and Advocacy at the Bill & Melinda Gates foundation. She is the lead for policy and resource advocacy TB and HIV delivery work in high epidemic burden countries in Sub-Saharan Africa and South-East Asia. Prior to joining the foundation in Nov 2015, Lorna provided leadership as the Deputy Executive Director with of Partners in Population and Development (PPD), an alliance of 26 governments with Permanent UN observer and Diplomatic status to advance heath diplomacy; triangular and South-South Cooperation (SSC), and private sector partnership for health, population and development. She was a member of the executive leadership & PPD Board, comprised of ministers from Health, Finance, and key social sectors charged with population & development programs. Lorna previously worked with the public sector (Ministries of Finance and Health), the United Nations (UNFPA, WHO), International Non-Government Organizations (CARE International, Child Fund International, International Youth Foundation, John Hopkins University Health Communications Partnership) in the Asia, Africa, Middle East and Latin America regions. She has provided leadership and technical responsibility for health, education, population and development programs with a focus on: health diplomacy; HIV/AIDS; Reproductive, Maternal, Newborn and Child Health (RMNCH); Family Planning (FP); Adolescent Sexual Reproductive Health (ASRH); Highly Vulnerable Children (HVC); infectious diseases; Primary Health Care (PHC), expanded program on immunization (EPI), health & surveillance systems strengthening, economic strengthening programs, gender based programming, and both informal and formal education. She is a medical doctor and public health specialist. She started off her career working as an internal medicine clinician at Mulago national teaching and referral hospital Makerere University, and as a resident physician with the American embassy in Uganda. She received her education from Makerere University Medical School Uganda - East Africa; Boston University School of Public Health Massachusetts; and the Universities of San Francisco and Berkeley California USA. Lorna has lived & worked in Bangladesh, Ethiopia, Uganda and USA. Has provided leadership for multi-sector health, education, population and development programs in: 1) Sub-Saharan Africa - Benin, Botswana, Egypt, Ethiopia, Gambia, Ghana, Kenya, Lesotho, Malawi, Mali, Morocco, Namibia, Nigeria, Rwanda, Senegal, South Africa, Tanzania, Tunisia, Zambia, Zimbabwe 2) North Africa and the Middle East - Jordan, Morocco, and Tunisia 3) Asia and the Pacific - Bangladesh, China, Colombia, India, Indonesia, Pakistan, Sri-Lanka, Thailand, Vietnam, Yemen. 4) Latin America & the Caribbean - Caribbean islands, Colombia, Mexico. Key areas of interest: Public policy; health diplomacy; women’s, children and adolescent health; South to South Cooperation; partnerships with government and non-state actor (donors, private sector, cultural & faith-based institutions); philanthropy in low and middle-income countries (LMIC’s).
