• Seasoned professional practitioner in international development of the public sector with more than 15 years of combined experiences as team or deputy team leader, key advisor and technical specialist for project implementation management of financing, assistance and development cooperation programmes of, but not limited to the ADB, USAID, World Bank, UNDP, EU, AUSAID, JBIC and international development consulting companies executing intervention programs/projects of public organizational, sectoral and government-wide programs in the developing, fragile and transitional economies in the Asian and African Regions; Expertise in institutional strengthening and capacity building for upgrading efficiency, effectiveness, equity, accountability, financing for results, sustainability and conducting socio-economic impact evaluation of service delivery performance; • Educationist and professor in economics, development studies and public administration and governance; • Work experience as senior public service officer (16 years) in the Department of Budget and Management (Philippines) responsible for continuous advisory and technical capacity building of national and local government institutions on finance and budgeting systems, evaluating and improving governmental services, and on public resource management for regional development; • Willingness to be engaged on full-time, intermittent or contractual assignment
