Ms. Barqawi is a seasoned Monitoring, Evaluation, and Learning Manager with over 18 years of experience in monitoring and evaluating development programs in Jordan and the surrounding regions, including in Egypt, Lebanon, Jerusalem, Saudi Arabia, Morocco, India, and Tunisia. She has served in the MEL capacity for several USAID projects including USAID Industrial Wast-Water Treatment Plant IWTP 2024 as MEL Advisor to build the MEL Plan, develop Theory of Change and Logic Model, USAID Water Management Initiative implemented 2020 by TetraTech ARD as Senior MEL Specialist, GIZ Green Action in Development in Jordan Project (GAIN) as M&E Expert to revise Logframe, build M&E framework and report results, in addition to the EU QARARUNA program as M&E Specialist, and the USAID Monitoring and Evaluation Support Program (MESP) as MEL Specialist and Evaluation Manager, she managed and participated in conducting evaluation of flagship projects funded by USAID in various sectors, such as: LEARNING ENVIRONMENT TECHNICAL SUPPORT (LETS), FISCAL REFORM PROJECT (FRPII), YOUTH FOR THE FUTURE (Y4F), SCHOOL CONSTRUCTION STAKEHOLDER ASSESSMENT.\ She has designed numerous program MEL frameworks and plans, including information on indicator development and data collection and analysis methodologies. For the latter, she has designed intricate performance monitoring systems to measure and track program achievements, which include cloud-based MEL databases and Performance Monitoring and Sustainability Dashboards to facilitate tracking progress and visualizing key findings. Her many years working on USAID programs in the MEL capacity, in Jordan and the Middle East, has given her an extensive understanding of USAID MEL frameworks and procedures, as well as the experience and demonstrated success in establishing and managing performance monitoring and reporting structures that follow USAID requirements, moreover, she also held the position of Evaluation Manager at MESP and managed several projects evaluation process in different fields. In addition, Ms. Barqawi has demonstrated adaptive management by implementing the Collaborating, Learning and Adapting (CLA) technique, this approach enabled the achievement of development results by adapting the most efficient track, the CLA was deployed at WMI to achieve the amount of water saved target which was ambitious and required to investigate different tracks. She was able to disaggregate all indicators according to the required subgroups, by sex, age, governorates…etc, and she managed the MEL activities for the youth internship program and the women empowerment through identifying and tracking representative indicators under WMI, as for vulnerable groups she worked in PRESTIJ to cover the different groups of refugees, people with disabilities, people living in poverty pockets by designing the data collection tool which will collect the intended result per subgroup. In addition to her work with USAID, EU and GIZ, she has also worked in the information and creative technology sector and has conducted consultancies for UNICEF, UNDP and ESCWA in monitoring the Millennium Development Goals MDG's using the "DevInfo" system. Ms. Barqawi is a certified expert in Evaluation Practice (CEP)™ and while working with the Jordan Education Initiative (JEI) as the M&E Manager, she got the IPDET Certification from Carleton University and led various education-focused evaluations. In addition to her robust experience with management information systems, Ms. Barqawi has strong project management skills, organization skills, and interpersonal communication skills. She is fluent in both English and Arabic, as demonstrated by her contribution to high-quality client reporting.
