Summary

Mr. Marcus L. Catsam is a senior management, research and evaluation professional with 20 years’ experience designing, managing, and evaluating rural development; food security and nutrition; livelihoods; emergency; health; and governance and democracy programs in Latin America, Sub-Saharan Africa, Asia and the Middle East. Marcus uses systematic research and analysis skills to identify opportunities and lessons learned and design approaches that increase organizational and programmatic effectiveness and efficiency. A pragmatic program, evaluation and research leader, he has both led and provided technical assistance for complex donor-funded programs and large multidisciplinary teams across over 30 countries in short-term and long-term capacities. He has designed and implemented rigorous monitoring and evaluation strategies; led state-of-the-art experimental, quasi-experimental and qualitative research projects; overseen large-scale program evaluations and field assessments; and developed evidence-based scalable strategies and interventions for programs financed by USAID, DFID, EU, UN, foundation and private sector donors. Marcus has tested expertise in qualitative and quantitative approaches; mobile data collection; training, capacity building and group facilitation. Building on his broad geographic experience and deep programmatic expertise, he supports clients to quickly identify and mitigate the key stressors that undermine individual, household and community health, resiliency and wellbeing. Marcus speaks fluent English and Spanish and basic Portuguese.
