Marcus Manuel has held senior roles in international development for the last twenty-five years, with particularly deep experience in Uganda and South Sudan. He currently researches development finance issues with particular interest on fragile states, poverty and justice. He has held senior management roles in UK Department for International Development (DfID) and HM Treasury. For four years he was also the resident senior adviser in Uganda’s Ministry of Finance, Planning and Economic Development
