Mahtab is a senior Urban Development and Program Management Specialist having expertise in strategic planning including; urban policy advocacy, Smart City Rejuvenation/ Regeneration, Institutional and Governance, Regional planning, Master Planning and Capacity Building and decentralization of services to urban poor. Alam has intensively taken up consulting & research tasks in more than 25 States and 100 ULBs spread across India and has worked with donor clients like World Bank, DEFID, the Asia Development Bank (ADB), and projects under Government of Nigeria. Mahtab specifically provided technical inputs as a Lead Urban Management Specialist (National Level) to improve the systems and skills of 30 ULBs across 22 identified states of India for urban management and urban poverty reduction under Capacity Building for Urban Development (CBUD) project of MoHUA, Government of India in partnership with WORLD BANK. Responsible for undertaking urban planning needs assessment of qualifying ULBs; Review of capacity building proposals in the area of urban/city planning/mapping; Provide overall technical support in the area of urban planning. His salient citable professional achievements includes, providing front end support to Ministry of Urban Development, Government of India in conceptualisation, design and formulation of Mission Guidelines and roll out of Indian Missions of Smart City & AMRUT (Atal Mission for Rejuvenation & Urban Transformation) by knowledge sharing on preparation of Service Level Improvement Plan (SLIPs) and State Annual Action Plan (SAAP). He led the team deputed by the Government of India for handhold support to identified smart cities of India such as Kochi, Solapur, Kakinada, Bhubaneswar, Kakinada to implement the smart city challenge proposals. Mahtab lead the handholding team for training of over 2500 ULBs staffs in preparation of Service Level Improvement Plan (SLIP) and State Annual Action Plan (SAAP), Ministry of Urban Development, GOI, (Madhya Pradesh, Maharashtra, West Bengal, Bihar, Jharkhand, North-Eastern states). Working with Ministry of Urban Development, Government of India, he has led in Preparation of Toolkit Snapshots- Reforms Milestones and Timelines for National Urban Renewal Mission (NURM) Cities for Revision of Building Bye-Laws Periodically, develop at least one children park every year in NURM cities, establish a system for maintaining of parks, playground and recreational areas relying on People Public Private Partnership (PPPP) model. During the course of working career he has also conducted socio-economic survey and conducted Consultation through community reach out programme, and Mid-term Evaluation of governance program. Countries of work experience include NIGERIA as a Resident Planner for the Preparation of Regional Development of Reverine community of Delta State with focus on community development, provision of basic services in terms of infrastructure, community level facilities, economic and employment generation schemes and formulation of suitable settlement hierarchy. He has also a track-record of heading Urban Practice in DHV, the Netherlands (Now, Royal Haskonig, India office) and ICT Private Ltd, New Delhi
