MD ZIAUL AHSAN BISWAS

I, Engr Md Ziaul Ahsan Biswas, PEng, am a Construction Project Consultant having 24 years of leadership and project management experiences. I have demonstrated my expertise and competencies in areas of multi-sector engineering project management including Water, Sanitation and Hygiene (WASH) projects, which covers different aspects of a professional career of strong management and leadership traits, capacity building, client orientation, commercial awareness, new product development, assessing financial viability, tackling the pressing problem , knowledge sharing and most importantly, monitoring effective and successful implementation of the projects with financial gain. I served as a Construction Project Consultant in Bangladesh Army where I had to deal with various sorts of engineering projects along with their feasibility study and cost-benefit ratio analysis. I had to arrange, conduct presentation and analyse number of projects with financial viability, proposed by various vendors ( BRTC, IWFM,BUET, IWM, Department of Disaster Science and Management, DU, Survey of Bangladesh, DATEX and many other private consultancy farms) to Bangladesh Army in Army Headquarters, on establishing newly raised cantonments with various infrastructures, solid waste treatment plant, numbers of live saving projects in various cantonments, master plan, water modelling, hydrographic and geological survey and environmental impact assessment (EIA) of different cantonments. I prepared five fiscal years’ project proposal (from 2015-16 to 2019-20) of Bangladesh Army for allotment of revenue budget from Ministry of Defence (more than 1500 crore taka/year), through Ministry of Finance, GoB. For this, I used to collect proposal from every cantonments, scrutinize and collate them in rationales, present to Chief of Army Staff (CAS), getting his guidelines and finally present them with financial implications to Ministry of Defence for required budget. I was also involved with all Annual Development Projects (ADP) implemented by Bangladesh Army in different areas. I had to ensure programmatic targets of different projects as a Garrison Engineer, Engineer Staff Officer in Kuwait and United Nations Transitional Administration in East Timor (UNTAET) and support implementation of various demand based infrastructure technologies over there. I had to research and study the feasibilities of different impacts of infrastructure investments, economic, social and institutional and safeguard issues of the project proposal. I have experience working with different ministries of Government of Bangladesh and Kuwait, different NGOs and INGOs and with United Nations, which taught me to undertake policy dialogue, building relationship with clients and external actors, ability to advocate and provide policy advice regarding various project management issues. I visited many countries like Australia, Canada, South Korea, East Timor, Kuwait, Egypt, Saudi Arabia, Europe (England, Scotland, Germany, France, Italy, Austria, Switzerland), Thailand, Indonesia, Malaysia, Singapore, India, Bhutan, Nepal etc. which enhanced my experience and improved my working capabilities with multinationals in multicultural environment.
