Miguel Roca

With more than 20 years of experience in project management of private & public infrastructure projects in South and Central America, Mr. Roca's recent international posts include having been Chief of Party of the "Connectivity Project Management" team, in charge of implementing a US$ 260 million EPC road project in Central America financed by the USA Millennium Challenge Corporation (MCC); the 274 km road project linked Guatemala and Honduras through El Salvador's northern territory. He was also been Project Manager for the construction of the La Paz - Oruro highway (Section 1) in Bolivia, a 4-lane 70km road paved with polymer-modified bitumen with an US$85 million budget, and more recently Team Leader for a €28 million (euros) road improvement program in Belize - Central America, financed by the European Union. Mr. Roca holds a BA Degree in Economics and a BSc Degree in Civil Engineering from the University of Kansas (U.S.A.). He also earned an MBA degree from a joint program from the Universidad Católica Boliviana and Harvard Institute of International Development (HIID - University of Harvard, Cambridge, MA, USA). Vast and proven successful experience in: • Project Management of complex multidisciplinary projects, particularly in the public infrastructure sector (roads, bridges, water & sewerage, public buildings, industrial facilities and other ) • Institutional capacity-building in public sector institutions • Budgeting, finance-structuring and cost-accounting for infrastructure as well as productive projects. • Project's monitoring and impact evaluation • Public Sector procurement & contracting, including close familiarity with regulations of major financing institutions (World Bank, EU, MCC, KFW, IDB, etc.) • Report writing with in-depth technical, financial and contractual contents for a variety of stakeholders (financial institutions, technical departments, regulatory agencies, etc.) 1 CURRICULUM VITAE
