Summary

Muhammad Luqman is a senior Deputy Secretary (Grade-19) in the Prime Minister’s Secretariat. He is a Chevening scholar for year 2017-18, and an IDS graduate from University of Sussex, UK. He is a public sector management professional with 17 year experience in program planning, design and implementation in the fields of governance, rural development, agriculture, social development, fiscal administration and public policy. He is an alum of the international alumni (Chevening Alumni, Sussex University Alumni, IDS Alumni) and the Civil Services Alumni Pakistan. Since joining the civil service of Pakistan in 2005, he has been holding managerial positions in government. His most challenging assignment was Director General Sustainable Development Unit, Khyber Pakhtunkhwa where he managed a portfolio of 15 multi-sectoral projects worth 100 million dollars (both foreign and ADP/PSDP funded). He remained on the SRSP Board of Directors and a member of a dozen of steering committees of various developmental projects. Mr. Luqman’s main competencies include strategic thinking, embracing challenge, collaborating and partnering, leading and communicating, public speaking, flexibility and adaptability, and delivering at pace. He can conduct public policy analysis, impact assessment studies, research and surveys, and monitoring and evaluation of projects and programs. He is experienced in leading multi-sectoral projects/programmes.
