Nandila Mubiana MBA, FZICA, ACCA, ACFE is a Chartered Certified Accountant (ACCA) with over 15 years’ progressive experience in Public Financial Management, internal audit, contracts and project management, financial reporting and analysis; budgeting, auditing, procurement, Principal Recipient and Sub-Recipient/institutional capacity building. She has more than 6 years’ experience at Management level.
Since September 2017, I have been the Group Leader for Global Fund Fiduciary Agent providing a broad range of financial management services to Nigerian Principal Recipients (PR) and various Sub-Recipients (SRs) in implementing the activities funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria. Nigeria is the largest Global fund investment in Africa.
I oversee the discharge and perform all services necessary to achieve the optimum value for the monies expended, by ensuring that all financial management and procurement activities are conducted in strict compliance with principles, rules and procedures set out in the Grant Agreements, the Framework Agreement between the Global Fund and Principal recipients.
Before this I was Project Accounting and Financial Management officer for the Ministry of Health Project Management Unit that handled USD169 Million Global Fund Grants to Zambia. My role involved ensuring that financial systems were in place and operating effectively and supporting the 14 Sub Recipients in their financial management and reporting. I also had the responsibility of supervising accountants and assistant accountants handling the financial management of the grant. I was also actively involved in mentoring of the Sub-Recipients and providing of capacity building to them. I provided financial oversight which included overall project budgeting, financial analysis, finance management and reporting, and financial capacity building.
Prior to this, I was the Senior Internal Auditor and Internal Auditor of the Zambia Ministry of Home Affairs and Ministry of Works, Transport and supply respectively. My role included conducting of audit engagements and supervising the successful implementation of the approved annual plan. Review of Internal controls and making recommendations to management.
I am well versed in providing financial management support for development partner projects. I have been involved in the financial management of World Bank, SIDA, KNCV, Netherlands Leprosy Relief, MACEPA as well as the Global Fund grants. This experience has made me well versed in donor reporting and operating requirements.
I am a holder of Masters in Business Administration (MBA) degree from Herriot Watt University. I am a Chartered Certified Accountant having completed all examinations with the Association of Chartered Certified Accountants (ACCA). I am an Associate Member of the Association of Certified Fraud Examiners (A.C.F.E). I am a Fellow of Zambia Institute of Chartered Accountants (ZICA) Additionally, I have received significant regional training in compliance and financial management, Risk Management Training, Budgetary Management and Budgetary control.
