Summary

I am a Human Resource Development (HRD) Practitioner with a progressive career history and proven track record of seventeen (17) years in the field of Skills Development focusing on implementation, project and stakeholder management, planning and reporting at middle management level and to senior management. I have more than nine (9) years' experience at a middle management level within the post-school education and training sector. I have excellent knowledge of the legislative and policy context of the higher education system; and have a god understanding of the policy development processes involved in the development of policies for the higher education sector. Additionally, I have extensive knowledge of Public Service Regulatory frameworks; extensive knowledge of education, training and development practices; applicable training and skills development Acts; all relevant SETA's and the National Skills Development Strategy. I have knowledge of the global, regional and local economic and social affairs impacting on Skills Development environment, as well as a good understanding of the skills-related policies such as the National Skills Development Plan and other frameworks of Government, including the SETA, TVET College and Higher Education sectors. My experience in the field of Human Resource Development (HRD) in both the private and public sectors extends across, managerial experience, project management, financial management, project monitoring the implementation of skills programmes, designing, developing and presenting accredited course curriculum, functioning as a Skills Development Facilitator and liaising with various SETA's. Experience in implementing interventions to attract and retain employee's as well as driving Talent Management within an organization. I was part of the project team delivering the Apprenticeship Game Changer within the Western Cape, based on the methodology of the Delivery Associates, founded by Sir Michael Barber. My current position is that of a Deputy Director for Regional Skills Development Implementation at the National Skills Fund, located within the Department of Higher Education and Training of the national government of South Africa. I regard myself to be a strong influencer and an initiator of progress, ensuring that tasks are completed to the best of my ability. I have a Masters Degree in Development Policy & Practice, from the University of Cape Town, as well as an Honors Degree in Public Administration from the University of Stellenbosch. I have ascertained my pre-entry certificate for SMS posts within the public service. Key skills include: • Monitoring the implementation of a portfolio of projects in the region to ensure projects objectives are achieved, reporting against progress and addressing challenges where relevant. • Strategic planning, development and management of the Provincial Skills Development Framework and Implementation Framework, including the Apprenticeship Game Changer. • Project management with projects related to enabling youth in skills development as well as project managing the Apprenticeship Game Changer. • Developing and maintaining stakeholder relations and partnerships, working closely with government departments, training providers and tertiary institutions including TVET and HEI institutions and private sector. • Report writing abilities which includes reporting related to projects managed and strategic planning. • Financial management, which includes the monitoring, controlling and reporting on expenditure, supply chain management processes and risk management to ensure corporate governance implemented for the unit. • Writing and facilitation as well as sound communication and good interpersonal skills displayed in the interaction with clients, stakeholders, inter-governmental partners and private sector; as well as communication to senior level. • Excellent computer literacy displayed when providing secretariat support as well as when reporting and designing templates; and planning, organizing, analytical and research skills. • People management skills include the managing of the Assistant Director, Administrative Officer and interns; as well as management of stakeholders. • Influencing and networking abilities; as well as innovative and creative thinking. 1 • Have a code 8 driver's license.
