Noel Rodney Komunda

Noel is a Social Development Expert currently working with Ministry of Energy and Mineral Development, Uganda as Gender and Social Safeguards advisor for the World Bank funded Grid Expansion and Reinforcement Project. He successfully coordinated the implementation of the pilot project on Social Risks Mitigation in Infrastructure Project at the Ministry of Gender, Labour and Social Development (Uganda) entitled: Supporting Children's Opportunities through Protection and Empowerment (SCOPE) supported by the World Bank. I have spear headed developing and implementation of programmes to address social vulnerabilities, gender discrimination and gender-based violence covering various regions of the country working with UN agencies, bi-lateral and multi-lateral agencies. I supported the design and development of the Uganda Women's Entrepreneurship Programme currently being implemented in all districts of Uganda. This is a fund for the economic empowerment of women through skills development and entrepreneurship. I was a member of the national technical team to formulate the National Policy and Action Plan for Elimination of Gender Based Violence in Uganda. I spearheaded the establishment of the National Gender Based Violence Database system advancing it from offline Gender Based Violence Information Management System to an enhanced online system and the National Child Helpline. Before working with Ministry of Gender, Labour and Social development, Noel worked on various projects for Gender equality and Youth inclusiveness in Lesotho through The Common wealth Youth programme support, African Region.
